Panel Discussion: Navigating Surface Use in the DJ Basin

As oil and gas operations in Colorado become increasingly complex, so do the demands on surface landmen. The DAPL is pleased to host a panel of subject matter experts to discuss the unique challenges presented by our local landscape, landowners, and evolving regulations. Join us for a discussion of complicated relationships, exhaustive negotiations, and collaborative land use. We will touch on surface use agreements, rights-of-way, location assessments, and more.


Bob Bresnahan, Staff Landman, SM Energy

Bob Bresnahan has more than fifteen years of experience working with landowners in the DJ Basin. As Surface Landman Advisor at Civitas Resources, he plays a critical role in securing locations, permits, and rights-of-way. Prior to joining Civitas, Bob worked in surface land for Crestone Peak Resources and Encana.


Don Jobe, Surface Land Manager, Occidental Petroleum

Don Jobe brings 15+ years of experience in operational planning and landowner management to our panel discussion. As Surface Land Manager for Occidental Petroleum, he is responsible for a team of landmen delivering surface locations, rights-of-way, continuous landowner engagement, and regulatory compliance. Don has a BS in Business Management.

Shea Kauffman, SVP of Regulatory and Government Affairs, Prairie Operating Co

Shea Kauffman has worked the Rockies for more than 20 yearsAt Prairie Operating Co, she oversees stakeholder engagement, regulatory matters, and EHS. Prior to joining Prairie, Shea served as Deputy General Counsel for Civitas Resources and Vice President of Land and M&A for Crestone Peak Resources.
